Council Requests Provincial Funding to Offset Costs of Ice Storm
At a Special Council meeting on January 13, 2014, Council received information detailing Richmond Hill’s response to the 2013 ice storm. As noted in the staff report and accompanying presentation, the ice storm resulted in severe and prolonged power outages and hazardous conditions on roads, sidewalks and extreme tree damage on both public and private property. It is estimated that eight per cent of the urban forest in Richmond Hill or 200,000 trees were affected. At least 5,000 municipal trees were affected on streets and in parks. The total cost to Richmond Hill of ice storm recovery is estimated to be $6.4 million. This includes immediate costs of $1.4 million to the end of February 2014 and an additional $5 million for long-term recovery over the next two years. At the meeting Council passed a motion to request the Minister of Municipal Affairs and Housing to declare the Town of Richmond Hill a disaster area for the purpose of the Ontario Disaster Relief Assistance Program (ODRAP). Council further requested the Province consider providing funding related to ice storm costs regardless of the declaration of a disaster area. Mayor Dave Barrow will participate in a GTA Mayors/Regional Chairs Meeting in Mississauga on January 17 to discuss a coordinated response during future extreme weather events and ensure consistent messaging. The next Committee of the Whole meeting is scheduled for Monday, January 20, 2014 at 4:30 p.m. and the next Council meeting is Monday, January 27, 2014 at 7:30 p.m. Both meetings will be held in Council Chambers.
