The Official Plan establishes policies for the physical, social and economic growth of the community, and ensures that future planning and development will meet the specific needs of its inhabitants. It sets the tone for the look and feel of the community and ultimately influences how the Town functions. The new Official Plan represents a fundamental shift in the Town’s approach to land use planning. While the new Official Plan reflects planning direction from the Province and York Region for more compact, complete communities, it balances the desire of the community for managed growth at a scale that reflects the local context and positively contributes to the Town’s character and identity. The Council adopted Official Plan’s vision of “building a new kind of urban” is reflected in the Town’s unique and innovative approaches to land use planning.
Ontario Municipal Board (OMB) Partially Approved Official Plan This document is an annotated version of the Richmond Hill Official Plan (2010) as partially approved by the Ontario Municipal Board (OMB).
The Richmond Hill Official Plan (2010) was adopted by the Council of the Town of Richmond Hill on July 12, 2010. The Plan was endorsed, as modified, by the Regional Municipality of York on May 19, 2011. On April 5, 2012 the OMB issued an Order partially approving the Richmond Hill Official Plan (2010). This Order was subsequently amended by the OMB on April 26, 2012, June 29, 2012, October 23, 2012, December 20, 2012 and April 26, 2013. The OMB’s partial approval Order and subsequent amending Orders brings specific policies of the new Official Plan into effect, save and except those policies which have been deferred and which remain under town-wide, site or area-specific appeal.
OMB Decisions and Orders on the Richmond Hill Official Plan On April 5, 2012 the OMB issued an Order partially approving the Richmond Hill Official Plan (2010). This Order was subsequently amended by the OMB on April 26, 2012, June 29, 2012, October 23, 2012, December 20, 2012 and April 26, 2013.
York Region Council Endorsement of the Richmond Hill Official Plan On May 4, 2011, the York Region Planning and Economic Development Committee considered a staff report that provides the basis and planning justification recommending approval of the Richmond Hill Official Plan (2010), as modified, in full or in part by either the OMB or York Region. The recommendations of this staff report were adopted by the Committee and were approved by York Region Council at its meeting on May 19, 2011.
Council Adopted Official Plan The Town of Richmond Hill’s Draft New Official Plan was released on May 6, 2010, and presented to Council at the June 9, 2010 Special Council Public Meeting. Council received the Draft New Official Plan and referred comments on the Plan back to Staff for consideration in the preparation of the final Richmond Hill Official Plan. Staff were directed by Council to respond to those comments and make recommendations on the Official Plan at the July 5, 2010 Committee of the Whole Meeting. The Richmond Hill Official Plan (2010) was adopted by the Council of the Town of Richmond Hill on July 12, 2010.
